The development of urbanization aroused a series of eco-entironmental problem. And the problems of water resources and environment appeared most seriously. Water resources problem has become the main factor effect the development of urbanization and society, which were also the bottleneck of the continuable development of the society. The main effective measures to settle the eco-entironmental problem of city contain broaden sources of income &reduce expenditure, the optimization and distribution and management of water resource. In this paper, the theory and calculating method of the ecological environmental water requirements of city, the available quantity of the rain and flood resource, the benefit and risk of ecological environment by using the rain and flood resource and the value model of water resources are studied which provide the stability base for the optimization and distribution of water resource. The studies in paper set JiNan city as the backgroundThe content and the result are as followed:(1) The theory and calculating method of the ecological environmental water requirements of city. The concept, type, meaning feature and of the ecological environmental water requirements of city are expatiated in this paper. In order to analyze its ecological environmental water requirements, the urban nature system was considered as a whole system. The water requirements of urban green land and rivers & lakes are studied with great care.The cities were classified synthetically with sectional number vague-fuzzy evaluation method, and the class result was integrated with urban entironment quality indexes class, so that urban entironment required water class was confirmed. Regional urban entironment required water class was calculated by urban entironment required water quantity calculation method based on precipitation amount conception and water resource quantity concept separately. This settled the groundwork for city planning and water resource feasible station, and also provided data sustainability for urban rainwater ecological utilization.(2) The calculation and evaluation model of available quantity of the urban rain and flood resourceAccording to synergetic theory, equation of the water resource of land- sea-air system was established. And the utilization of rain and flood resource was discussed with great care in which the water resource of land is its core part. Through rainfall runoff process analysis and runoff coefficients ascertainment, resource utilization quantity of urban rain flood was calculated. According to analysis relation of Daily resource utilization quantity of urban region rain flood and total milldam cubage of urban flood, resource utilization quantity of urban rain flood model was established to determine potential resource utilization of urban rain flood. Subjective and objective weight fuzzy identification model of potential resource utilization of urban rain flood was built.(3) Analysis of the quantity of Water Transfer base on the utilization of rain and flood resourceAssume that rain and flood resource was sufficiently utilized. Then the balance of water supply and demand was analyzed. Suppose all the measures, such as the protection of water resources, utilization of rain and flood resource, saving water, water resources combined dispatching were all carried into execution. Based on this assumption, the quantity of Water Transfer requirement through South To North Water Diversion was calculated. This result supplied the base for the research of Optimization and distribution of water resources.(4) The factors influencing urban water resource value were expatiated by the numbers. The urban water resource value evaluation indexes system and evaluation model was established, and urban water resource price vector calculation model and calculation model of urban water resource supply price vector due to water quality was also established. Water resource price could be confirmed through water resource price vector and "vector result" of water resource fuzzy synthesis evaluation. The model is in favor of the achiever of the purpose that water resource could be collocated befittingly, as it took the dynamic character of water resource value system due to the variety of water quality and water quantity into account preferably, and it made water resource price more suitable through the combination of water resource price and the function and benefit of water.
