Abstract

Urbanization is an extremely important focus in today’s society. The first town of China was emerged in Zhongyuan area. The cities and towns of Henan Province not only had a glorious history but also experienced many ups and downs. Now, the cities and towns has got a considerable progress but the level of urbanization is still lower than the national standard. This situation has become a serious problem of Henan economic and social development. Therefore, to build an urbanization support system has great significance to accelerating a healthy urbanization.This study method runs as follows: based upon the researches relevant in urban geography and urbanization at home and abroad, this paper, taking city geography, economic geography, environmental science, ecological science and management science such courses as theoretical guidance, firstly constucts the basic framework for Henan urbanazition support system; and secondly, adopting several techniques and methods, this paper has an analysis of the history, the background, the development standard, the special situation and the practical problems of Henan cities and towns; then gives a design of Henan urbanization which including the objectives and requirements, quality objective, the level of estimation and points out the necessity and importance to build the support system; finally it forms Henan urbanization support system to ensure a rapid, healthy, sustaining urbanization.The low urbanization rate results in many negative effects, it will also block the modernization of Henan Province. Henan is a traditional agricultural province with almost 100 million population. So it is faced with great pressure to transfer rural surplus labour. Though Henan is rich in resources, the quantity for each person is rather poor. And the problems of environment is also serious.The urbanization support system is an integration of many important factors such as economy, culture, society, environment and policy. Aimed at sustaining development of region, the urbanization support system takes all level cities and towns as the core of the development process and provides a healthy, rapid urbanization.Unless the urbanization support system is constructed, it could provide efficient economic structure, perfect infrastructure, good ecological environment, scientific planning policy, advanced science and technology, and could promote the actualization of urbanization strategy. Unless the urbanization support system is constructed, it could study human’s activities in different location deeply, and could ensure the urbanization developing healthily and rapidly.Urbanization support system contains four level support-platforms and five sub-systems which are integrated and intercrossed each other. They are the two different aspects of the urbanization.These four level support-platforms are country, single city, urban system and city-region system. They are the different spacial geographic form to support Henan urbanization. The country support-platform includes“building new country”and rural urbanization. The single city support-platform emphasizes“renewing”as well as particulares and commonnesses of different citie & towns. The urban system support-platform adjusts and optimizes the structure of scale, function and space which based on optimizing the grade structure. The city-region support-platform contains one agglomeration and five geographic regions. The Zhongyuan agglomeration is the core of Henan Province and needs much attention while other five regions exerts their own superiorities.These five sub-systems are economy sub-system, infrastructure sub- system, education-science-culture sub-system, environment sub-system and management sub-system. They are the key factors to support Henan urbanization. The economy sub-system means the combination of agricultural modernation, industrialization and urbanization. The infrastructure sub-system includes the integrated traffic system, public equipments, information industry equipments and social work equipments. The education-science-culture sub-system requests the improvement and innovation of science and technology, as well as education and culture. And the effective management of human resource is also included in this sub-system. The environment sub-system can be fit together by differnet regional stratagem, environment protection strategy, saving resource and ecology comeback. Finally, to construct the management sub-system is to push forward all kinds of planning, strengthen the management of city and promote policy innovation which in favor of Henan urbanization.The conception of urbanization support system and the framework of it which includs four level support-platforms and five sub-systems is the innovation of this paper.
