Abstract


Since the reform and opening up, China's government from the legal, institutional and policy for school-age children to receive compulsory education provide a strong guarantee, the nine-year compulsory education \the weight. At present, it comes to the balanced development of compulsory, is generally believed that the balanced development of compulsory education between the different regions of the same country, different schools in the same area, and the balanced development of education in the same school students. This thesis implied a hypothesis: the compulsory education system itself is fair, balanced, and balanced in the sense just an educational system applied to the results achieved by the different ranges, and did not examine the system itself. In fact, the balance of compulsory education refers not only to the external balance, should also include the equilibrium of the education system, while the latter is the basis of the entire balanced. The lack of system is not resolved, the blind pursuit of equilibrium can not help but \Government is the main responsibility for compulsory education, compulsory education in public goods property determines there is a significant dependence of the balanced development of the Government. In this paper, to promote the balanced development of compulsory fiscal policy is perfect for between regions, between urban and rural areas, between the schools, the introduction of non imbalances between different groups on the basis of compulsory education management system and financial investment system policy and concentrate on the solution to the constraints of the balanced development of compulsory, in order to achieve the effect of the balanced development of compulsory and objectives. Along those lines, the first part of this article to the public finances theory based on the balanced development of compulsory connotation and basic principles, the design of the index system of the balanced development of compulsory education in China. The second section, select the developed countries, Britain, France, the United States and developing countries, India, Brazil, Russia, as well as cultural homology with China's Asian neighbors, South Korea, Japan, compare these countries in the process of Compulsory Education education management system institutional and financial investment, and summarizes the characteristics of its fiscal policy. The third section reviews the balanced development of compulsory education for the first time since the evolution of China's compulsory education management system, financial investment system and fiscal policy. The fourth part of the analysis of the effects of policies, according to the index data analysis of the current situation of non-balanced development of compulsory education between urban and rural areas, between regions, and find the main factors restricting China's balanced development of compulsory. Part V Summing up the above issues and conclusions of the study on the basis of, from a financial point of view put forward policy recommendations to promote the balanced development of compulsory in China.
