Abstract

As we all know, the international community today is the background of the era of knowledge economy, a level of development of national education and science and technology development, is to determine the key factors of a country's core competitiveness. China, as a developing country, to find ways to promote the development of education and to promote the rapid growth of the economy and society, the more important practical significance. Government fiscal expenditure on education plays a vital role in promoting the cause of education in the development process, and to increase spending on education is the fundamental measures to implement the education strategic position, government financial support for education has intensified since the last two decades, China's fiscal expenditure on education for the huge demand for education funding, the total is still grossly inadequate. More importantly, the limited fiscal expenditure on education, at the same time there is the problem of unreasonable expenditure structure, for example, the proportion of spending on basic education is too low, a relatively high proportion of expenditure on higher education; internal allocation in education expenditure in personnel expenses ratio is too high for the low proportion of public expenditure of education development; Midwest and eastern regions, fiscal expenditure on education have significant gaps between urban and rural areas, these are serious constraints of education development. Therefore, in the case of China's fiscal expenditure on education established total fiscal expenditure on education structure is reasonable has become the key to the development of education in China, and how to optimize our financial education expenditure structure, limited educational resources to play the biggest role for the implementation of education strategic position to promote economic and social development undoubtedly has a major role. Based on the theory of fiscal expenditure on education, for the idea of ??China's fiscal expenditure on education structure is not reasonable to further optimize: first determine China's fiscal expenditure on education should follow the principle of equal distribution of resources, fiscal neutrality structure was further optimized to adjust the special needs, costs sharing and cost compensation, public resources from the rich flow of poverty; Secondly, based on the specific measures to optimize the structure of China's fiscal expenditure on education, one optimized the three hierarchical structure of China's fiscal expenditure on education, and optimize China's fiscal expenditure on education internal use structure, regional structure is to optimize the distribution of China's fiscal expenditure on education; Finally, the relevant supporting measures to promote the development of education in China, and to achieve equity in education, to improve the country's overall competitiveness.
