Abstract


From 1990s, deregulation of electric industry has been started in global. Separation of generation and transmission is an important direction of reform. Since network separated from plants, power generations, and transmission has become independent entities, transmission pricing has become necessary. Accurate pricing is the important part as transmission services play a central role. Perfect transmission services pricing is the key step breaking monopoly in electricity industry.Electricity transmission system is not only the transmission path, but also a platform for electricity trading and a carrier of electricity market, transmission prices is a core. Therefore, the pricing of transmission service is extremely important but particularly complex. It is difficult in constructing game model accord with fact aimed at the reality of power system and it is difficult to solve. System Dynamics is a system simulation method, which is suitable for the study of highly nonlinear and higher-order, multivariable, multiple feedback, in turn complicated system issues. Transmission service pricing is studied based on system opinion using system dynamics in this article.Based on the special status of transmission service that is "electricity market trading platform", perfect transmission service pricing should meet the short-term and long-term interests of the electricity market, such as effective congestion management, and maintain system balance and reliability; provide position signal for power generation and load investment, transmission system investment, and insure fully compensation of investors’ transmission assets. The characteristics such as economies of scale, natural monopolies and great power transmission network externality of transmission service and make the distribution of costs and income have become complex. It is the key issue that makes transmission service pricing difficult, and it is the restrictive conditions of transmission service pricing also. Based on these two elements, transmission service pricing principles is derived. These three parts constituted a pricing framework of transmission services.On the basis of research on feedback relations of all markets entities, such as electricity users, power generation, transmission and distribution agencies and market regulators, System Dynamics Model for Transmission Servies Pricing(SDMTSP) has been constructed, which can be used as the basis analysis platform for forecasting electricity market policy.The transmission pricing system dynamics model includes two parts, transmission network and regional electricity market. Transmission network includes the market transactions module; transmission network development module. Regional electricity market part includes the power supply module, the demand module. There are generation capacity building and retired module closely related to the supply of electricity. The following functions can be implementation in SDMTSP, such as most optimal power flow, node price calculation; generators power supply, including the implementation of market power; new generation capacity investment decisions; cyclical changes in customer needs, price elasticity of demand; electricity market congestion management process; transmission cost recovery process, decision-making of transmission capacity expand.Use SDMTSP platform, the result of pricing model based on market and regulation has been studied about the overall market operating efficiency, market’s short-term, long-term interests. The impact of transmission pricing on transmission congestion management, power generation investment and transmission expand are analyzed, and some advices are given.The results pointed out that the electricity market in the transmission congestion management effectiveness significantly; transmission pricing to facilitate the generation capacity building healthy and balanced development, and optimize power structures, led Power and loading site. It is believed that as long as compensation on Transmission Control is reasonable, the transmission expansion mode of regulatory and market-based integration can be suit for electricity market development on the condition that transmission rights cannot be introduced. It has been proved that the market owe fully transmission capacity is more efficient than regional market. If shortened the delay time, such as the time of building approval, it can effectively inhibit long-term fluctuations in electricity market.
