Abstract

Coal has brought the very important effect in developing national economy as the main consumption about 70% of the primary energy in China. But the ecological environment destroyed which was created by coal mining has not actually obtained the enough cautions, the reclamation rate for forestry is very low in China’s coal mining area that is obviously different with the developed country’s. To speed up the step of restoring ecological environment, improving the proportion of the reclamation for forestry based on the low forest coverage rates and the serious ecology is very important in our country’s coal mining area. Through analyzing the mining reclamation present shows that it is not the technical but the fund short which causes the low rate of reclamation for forestry at present in our country’s coal mining area, otherwise the causes of bringing about fund lack is that the financing mechanism is not perfect; the financing channel is not smooth. Constructing a newly financing mechanism to resolve the questions of fund lack is imminent.In the article, a financing mechanism of reclamation for forestry in coal mining area is constructed:“The government leads, the market involvement, the society participation”based on the basic theory of economic and forestry. The result not only supplement the financing fundamental research in coal mining area land reclamation in our county, but also realize the financing main body multiplication, the financing channel magnification, the financing way diversification. Some corresponding necessary measures and the policy suggestions are proposed to guarantee the proposal above. As a case, some suggestions and relevance policies will been analyzed and bringing forward for Shanxi Province which is only made for coal industry sustainable development experimental unit in China present.The function of the government in financing of reclamation for forestry not only display in perfecting the tax and fee allocations,issuing government debt’s, encouraging non-commercial banking and the transfer payment between the coal put-in area and put-out area to carry out the funds collection dirty directly, but also display in comprehensively promoting and consummating the government earnest money system of mine ecology restores, establishing the coal mining area forestry reclamation fund.In the financing mechanism of“The market involvement”, some devise were proposed which includes establishing specialized investment company in coal mining reclamation for forestry to carries on direct financing and the indirect financing mentality, otherwise other new financing ways such as assets securitization and Build-Operate-Transfer can also been used in. As a useful mechanism for government and market financial mechanism, donating, releasing ecology forestry lottery ticket is the better way of society participating the reclamation for forestry.
