Abstract


The 21st century’s world economy will be the type of continuing expanding of the degree and scale of the integrative world economy. Under the modern economic environment of global competition and international cooperation directed by investment, no country can buck for economic development depending on its own resources, financing, technologies and markets. It is an inevitable choice to adopt internationalized economic development path in modern times, so does China as a part of most important world economies. At present, it is an important part of Chinese opening-up strategies to carry out "go outside" strategy actively. The report of the 17th national congress of the communist party of China advanced definitely "better integrate our "bring in" and "go outside" strategies, expand the areas of opening up, improve open economic system, in order to achieve new advantages for China in international economic cooperation and competition amid economic globalization. Make innovations in our way of overseas investment and cooperation, support domestic enterprises in carrying out international operations of R&D, production and marketing, and accelerate the growth of Chinese multinational corporations and Chinese famous brand in the world market." Based on economic globalization process and rapid development of foreign direct investment matched with this process, established in strategic views of Chinese opening economic development in new period, with Chinese outward investment as main study object, the paper mainly discussed the motivations, economic effects for mother country and development strategy of Chinese outward investment.The paper adopts the method which combines theoretic analysis and positivism research, follows applicable research process which is theory—positivism—solutions. At first, based on summarizing and classifying related theories both on outward investment of developed countries and of developing countries, the author analyzes the current situation, features and remain problems of Chinese outward investment, gives a diagnosis measurement examination on the developing stage of Chinese outward investment, and preliminary forecasts its trend and prospect. Secondly, considering the background of national economic security and resource supplying security, from the view of national interests, the author analyzed the particularity of Chinese outward investment, and the interest relationship between the enterprises and countries, and further demonstrates the necessity of government’s intervention as well as support on outward investment and its function position, to enrich and expand Chinese outward investment theories from the view of national interests. Based on these studies, the paper analyzes comprehensively the motives of Chinese outward investment, summarized relevant questionnaire survey results, and elaborates basic characteristics of the motivations for Chinese outward investment. At the same time, the author gives academic analysis and measurement test on economic growth effects, import and export effects, technological improvement effect, employment effects and industrial structure effects of Chinese outward investment, sets up econometric model between foreign investment flows and relevant economic variables, concludes corresponding conclusions by comparative analysis of qualitative and quantitative analysis. Finally, guided by these studies, the author gives strategy Suggestions on development strategy choices and politic support system arrangements.Studies and researches indicate that, at present, China has sufficient ability to carry out "go outside" strategies actively, through oversea investment, to collocate productive elements in the whole world optimizely, to improve international competitive ability of Chinese economy. In the long term, it will bring positive effects to domestic economic growth, foreign trade, technological improvement, employment improvement, as well as industrial structure promotion for China to carry out outward investment. Facing the new opportunities and challenges internal and abroad, China must pay great attention to national interests principle during the process of oversea investment, and set up an opening economic system which adapts to trend and environment of globalization, to guarantee the long-term, stabilized, benign development of the national economy.
