Abstract


"Village in City" is a special phenomenon in the process of rapid urbanization, this phenomenon is very universal at present, and it exists in many major cities to varying degrees. "Village in City" has become a new urbanization issue in the process of urbanization in China, which made a complex Urban-rural dual structure in the urban areas and brought about many problems and conflicts In the social, economic, environmental and other areas. To analysis the reasons how the "village in city" generate and discuss how to governance "village in city" communities is not only the need for sustainable development of cities, but also for the urban-rural integration and improving the living quality of citizens. This essay begins with defining the concept of "village in city", produces the current research situations of "village in city" communities, and analyzes the significance and necessity of the governance of "village in city" communities, which analyzes the background of deep-seated reasons of "village in city" communities. Next, the author takes the "Village In City" of Weihai as an example, discusses the main problems and the root reasons of the problems in communities governance in Weihai from the point of Political science and Public Administration, based on empirical study. The author believes that there are three stages in the governance of "village in city" communities. In the primary stage, it is mainly the transformation of the physical environment. The government should take the initiation to remold the villages from up to bottom. In the intermediate stage, it should advocate multiple organizations to participate in the communities governance based on the government. In the advanced stage, the communities should cooperate with the government; it would assimilate into the city, and become a harmonious part of urban community. In the author’s opinion, the good governance of "village in city" and its actualization must be a gradually perennial progress, so our communities are still in government leading in the course of other organizations of governance growing, such as intermediary organizations of communities, community residents committee and so on. It is the most important in community governance of "village in city" in Weihai. Further, the essay points out, at the present stage, government leading will be the main types in "village in city" community governance. The final resolution of this problem would be a gradual progress, and surely it needs out patience and rationality.
