Weather modification refers to efforts aimed at rain or snow enhancement, hail suppression, rain suppression, fog dispersal, frost prevention by exerting, under appropriate conditions, artificial influence on local atmospheric physical and chemical processes through scientific and technological means, artificial influence the weather phenomenon transformed into the direction of people scheduled, in order to avert or mitigate meteorological disasters and rationally exploit climatic resources. Currently, there are more than40countries and regions to carry out artificial weather modification operations, China’s artificial weather scale and input into the first rank in the world.Since1956, meteorologists have been committed to the theory and equipment of weather modification, especially during10th and11th five year plan, National Key Technology R&D Program "Demonstration of Precipitation Enhancement Techniques" has been promoted,"Research on Weather Modification Key Techniques and Facilities"also yielded good results.There are also proposed new requirements for artificial weather modification operations and the meteorological disaster prevention and mitigation work in the Meteorological Development Plan (2012-2015) of this year.In this paper, some key issues of the weather modification integrated business system, which is a complex system, has been studying.A weather modification service platform (WMSP) has been designed and developed. It is composed by following core parts:real-time monitoring, information processing, operation decision-making and commanding, valuation of cloud seeding effects etc. The major works are:1. Analyzes and summarizes the currentbusiness needs of the WMSP, system function design solution and technological process are provided. By means of Service-oriented architecture (SOA) and Web Service, designs the basic framework of the WMSP based on SOA and dose some related work with WeGIS platform. With the development and integration work, completed the design of system architecture and business processes, explored the method of the system information management and expression, carried out detailed functional modules and Web Service design of the system.2. Emplementing the system by using of ArcGIS9.3series softwar and Visual Studio2008with.NET platform.①Focus on the weather modification real-time meteorological data processing, the strategies and methods based on real-time and indeterminate time processing and multithreading are proposed. Establishing real-time data processing subsystem used for dealing with meteorological data efficiently and comprehensively, such as conventional station meteorological data, radar data, sounding data.②Studying and solving the geographic information representation, information analysis, operations and vehicles scheduling, communication and decision-making and other issues of the provincial WMSP. Establishing the decision-making and commanding subsystem for weather modification operation.③Rearching and summarizing the key points of the statistics of the regression experiment, developing the statistical evaluation of weather modification results subsystem.④Formulating system integration solutions, integrating eaching key subsystem based on WebGIS.Finally, the provincial WMSP prototype system accomplished.Some of the research results and the subsystem has been test run into the meteorologieal administration. Testing result indieate that it have excellent performance. The strategies and methods of this system also have good reference for technique system of provincial weather modification.
