With China’s deepening economic reform and evolving economic structure, tax collection is becoming more and more difficult and to only depend on the State Taxes Department to plug the loopholes from the root is also difficult to achieve.Establishing a comprehensive tax collection system centering on "tax department as the heads, with the various functional departments coordinating with it, judicial security gurranteed, social participation, and information supporting" so that tax departments more effectively control the sources of tax revenue, tax base, improve collection and quality, maximally reduce the various tax loss and ensure steady growth in local revenue.Third-party information is a strong impetus to growth in tax revenue. With the gradual improvement of the tax laws and regulations, tax collection and administration of growth rely more on quality improvement of efficiency, but improving the collection efficiency is inseparable from the quality of supporting third-party information. Third-party information can provide clues for the tax administration and plays a double effect to reverse the passive situation of the tax department in the management, effectively promoting the steady growth of revenue."Third-party information application platform" uses sophisticated information technology and network environment to solve tax information exchange, information dissemination, data analysis, data management and other issues in the process of hird-party information application. The platform adopts the B/S structure, and MVC design mode to ensure the effective third-party centralized management of information, replace a large number of manual operations, reduce the duplication of all levels and improve the efficiency of work. This paper describes the research, analysis, design, implementation and testing of the whole process of the third-party information application platform system, embodies the OOA/OOD, UML, GRASP, MVC, struts and many other methods or technologies in the system design and development process of the specific application. This article introduced system design background and carried out analysis and research of domestic and foreign third-party information application platform system status.In a summary of the design part of the system, it mainly includes the basic principles of design, planning of the system logical, physical structure of the system, functional structure of the decomposition and a detailed description. In the detailed design of the application of object-oriented design methods, the system adopts UML to depit static model and dynamic model of each system module; the process of static model design embodies the principle and method of GRASP; ER model of the application is used in the database design.In the section of implementation and testing, this paper describes the implementation and testing of the overall system, shows the struts-MVC framework in the specific application of this system, and briefly introduces third-party information application platform system testing process. Finally, the paper introduces the application and current deficiencies of the system.
