With the development of computer and network technology, more and more people take great attention on how to manage all kinds of resources and information with unified and effective method, and provide factual data for people’s decision. In this case, Management Information System appeared, and with the development of Internet technology, the Management Information System based on internet B/S architecture becomes the mainstream architecture. But traditional B/S architecture Manage Information System cannot meet the needs of many kinds of users on expression and user-friendly interaction. After the needs of users, the design and development about Management Information System which based on Rich client B/S architecture with great expression and friendly user interaction become the focus of research. We hope through the research about rich client Management Information System, this technology can promote the development of Management Information System.In this paper, we use ExtJs technology, data and display controls , combine with Web Service technology to design and develop a rich client Management Information System based on ExtJs technology in order to replace traditional Management Information System. So we can change traditional expression and design a Management Information System which has powerful function, convenient operation and good expression.The traditional Management Information System cannot meet the needs of many different kinds of users, in order to conform the development trends of Management Information System, we design and develop this rich client technology which based on ExtJs technology. The main work of this paper contains:Summarize the related theories of rich client, ExtJs framework and their development trends. Through compare with traditional client technology, discusses the necessity of design and develop the rich client technology based on ExtJs.Summarize and analyze the technological achievements among rich client, through compare the rich client based on ExtJs technology with other technology, we can realize advantage of the rich client based on ExtJs technology. And in this paper, we give out the basic design idea about the rich client based on ExtJs technology.Introduce the whole structure and functions modules. And realize the functions of Ocean University of China Bidding center Management Information System, for example, project management, expert management, announcement management, user management, article management, permission management, system management, statistic management. Users can use this system to ask for bidding, sign up for bidding, participate in bidding and show the winner list. Of course, this system can take good expression, the form can be dragged, expanded, collapsed, sorted and display the interface as user’s idea.
