Abstract


Recently, the frequent environmental accidents of enterprises caused widespread concern. Due to its large production scale and high-risk features, chemical industry needs to strengthen its environmental risk control. This paper takes a certain chlor-alkali enterprise for example and studies the effective methods to improve the environmental risk control effect. Based on different functions, environmental risk control methods could be divided into two respectively approaches: risk control measures and environmental emergency plan. The former plays a daily role in prevention and the latter is the major component of emergency management. The main conclusions of this paper:1) Environmental risk control model that based on the multi-objective integer programming was established. The current environmental risk control in chemical industry focus on qualitative description instead of quantitative analysis, this paper used multi-objective integer programming to establish the environmental risk control model, in which effect and other objectives are set with priority and the parameter are quantified. This model not only achieves the optimization of environmental risk level, but also provides a reference for the decision-makers when they are selecting the appropriate risk control measures under the limited constraints.2) Environmental emergency plan optimal selection with the entropy - TOPSIS method was built. Environmental emergency plan is the guidebook of chemical enterprises in the accident and the basis for the implementation of emergency operations. At present the majority of chemical enterprises in China have prepared emergency plans, but the evaluation and optimization, which is aimed at improving the effectiveness of emergency plans, are still worthy of studying. This paper established an environmental emergency plans optimization process that based on the entropy - TOPSIS method, trying to identify the advantages and disadvantages of alternative plans. In the analysis of calculation results, the features and commonalities of plans could be acquired. By analyzing the indicators with low values, it is able to determine the key factors affecting the merits of the plan, which can be used as the breakthrough points to enhance the effect of emergency plans. 3) An example of a chlor-alkali chemical company was given to show that in condition of chlorine Leakage, how to achieve optimal risk control effect through the choice of the main risk control measures. As for the optimization process in the case, the entropy-TOPSIS method made full use of original data of environmental emergency plans. The systematic calculation process measured the effect of emergency plans objectively. This optimal selection method improved and expanded the existing emergency management theory.
