Therefore, the urgent need for field survey of existing budget management system analysis to identify the constraints to better develop its deep-seated reasons, then the use of computer programming, database technology and hardware and software design and development of a suitable knowledge of the characteristics of their own budget Management system.In this dissertation, a comprehensive budget management system and its design and development as the research object, the first application of theoretical knowledge related to budget management, from budget management system of budget management software defects and functional defects start to the oil company’s existing budget management the reasons for the low level of an analysis, with emphasis on budget management system and assessment on the evaluation of operation to discuss and propose specific improvements, and the ERP management thinking and comprehensive combination of budget management. Then, in a structured development methodology based, prototype method and object-oriented method, supplemented by other systems using PowerBuilder development platform, combined with database technology, computer programming technology and corresponding development tools, in order for the system requirements analysis, system logic structure design, database design, functional design, hardware and software design, database and functional modules, and finally a systematic test runs, the results show that the performance indicators and its function better than the field existing budget management system. Hoped that the operation of the system to a certain extent, change the current budget level of data sharing, poor management, lack of defects in the data processing, management information systems play in the data storage, transmission, calculation, analysis, control, superiority, so that enterprises do to the budget management system, standardized and systematic operation of the enterprise decision-making, increase productivity, strategic goals continue to play an active role.
