Abstract


The coordination of environment, economy and society with sustainabledevelopment has become the future trend of social development. With China’ssustained economic development, there is a substantial increase in mineral resourcesexploitation and consumption, causing great damage for the mine geologicalenvironment. Though China has a large number of industrialized cities relying on themining industry, mining environmental issues have an important impact on the urbanenvironment. Good ecological environment in mining, can effectively improveecological environment of the region, and can produce good economic and socialbenefits, can promote the development of the regional environment and economy.However, the mining environmental governance requires a lot of money. Thecurrent mining environmental governance investment in China has the problems of ashortage of investment entities and insufficient financing, which hinder the carryingout of the mining environmental governance. To solve the above problems, this paperintroduces the municipal bond financing.First of all, this paper introduces the concept, types, characteristics andtheoretical basis of municipal bond, and introduces the problems of the miningenvironment and the mode of financing for mining environmental governance,through the analysis of indexes, such as the total amount of investment and theacreages of reclamations, find that the current mode of financing in miningenvironmental governance has three defects: lack of money, lack of financingchannels and lack of capital supervisions.Secondly, explain the feasibility and applicability of municipal bond financing inmining environmental governance, through the analysis of economic basis, bondmarket, investment demand and the demand of local government in miningenvironmental governance, which lays the foundation for the establishment ofmunicipal bond using in mining environmental governance.Then, create the mode for municipal bond in mining environmental governance,and illustrate the details of issues. Under this mode, the municipal bond is used for the financing of turn-off mines, and work with other financings to improve the efficiencyof mining environmental governance.In the end, use Tangshan as an example to simulate the issues of municipal bond,and calculate the acreages of reclamations. The case improve that municipal bond is avalid method for the financing of mining environmental governance.
