Abstract


Enterprise is the principal body of the market economy, and the competition among the enterprises as a matter of fact is the one among the entrepreneurs and the professional managers. It is of great significance for Sichuan Province to cultivate a team of exellent entrepreneurs and professional managers who are expert at modern business management and are equipped with innovation and the quality of starting business, and it is also a meaningful step for the implementation of the "Industrial Province" Stretagy and "A Province Strong in Talent" Stretagy of Sichuan Province, pushing forward the "Seven+Three" industrial programming, promoting the post-disaster reconstruction and the economy center of the west China, and realizing the sustainable development of Sichuan Province in all-round coordinated wayIn the past three decades since the reform and opening-up, the cultivation on the team of Sichuan Province entrepreneurs and professional managers has made great progress.various industrial and commercial enterprises instantly grow, and the avtivity carriers for entrepreneurs and professional managers have increased to another degree; the number of all sort of managermant talents steadily grows so that the basis for the entrepreneurs and professional has been enlarged; the key industrial of "Seven+Three" programming cross the whole province has achieved development, where the scatter of the entrepreneurs and professional managers is optimized. However,、the conception for the modernised business management of the entrepreneurs and professional managers has not been completely formed, and the professionalization, the staffing marketization and nationalization degree is not satisfying yet, there is still a long way to go compared with the requirement of building the economy center of west China. The main reasons for those problems above are:Our Province has not set up the specialized organization to contribut to the construction of the entrepeneur and professional managers team, which naturally hasn’t had enough attention on; the system construction and policy environment left behind the need of development; the supply of high-skilled and qualified professional managers dose not meet the needs; the staffing of enterprise itself lacks flexibility and encouraging system has not been completed, etc.based on the field study about the team of entrepreneurs and professional managers in our province, this essay analyzes the current situation and exsiting problems; meanwhile, put forward some measures and suggestions on the cultivation of entrepreneurs and professional managers in our province by combining the economy and social developing fact, the experience from home and abroad and the requirements for post-disaster reconstruction, the developing mode upgrading and advanced industrilization. The suggestions are:first, strenghthen the leadership power, actively creat the positive developing environment for the cultivation.second, accelerate the construction of the modern enterprise system, and help build the carriers and platforms for the improvement of our entrepreneurs and professional managers.Third, give the market fullest play for its resource allocation function, and establish and improve the market for them. Forth, make innovation on the cultivation regiem so as to promote the quality and capability of our entrepreneurs and professional managers. Fifth, respect the market rules and build effective encouraging system for them. At last, perfect the regulation system by the supervise of all the aspects from inside and outside sysmatically.
