In work on the railway project construction, there are various potential sources of insecurity—Risk Factors, In the soft soil, especially. In the entire process of the project construction, all the risk identification,evaluation, and whether to take the correct processing measure according to the evaluation results, decides the work on the railway project construction success or not. Therefore, how to evaluate and measure the size of the risk, determine the risk acceptance criteria, and an unacceptable risk for further analysis, to develop control measures to minimize or control the risk at an acceptable range, is a pressing issue. The railway subgrade in soft soil conditions in Southwest mountain, the geological complexity, diversity cause disasters, prevention is difficult. With the development of modern high-speed railway construction, the standards of the railway subgrade is improving. The large investment and long construction period of railway subgrade construction in Southwest mountain,and the complex natural conditions, making the construction and operation of the process is full of risks. How to identify, assess and control the possible risks, in the design and construction phase, has become an important issue in the engineering design, and the studies for the risk assessment of the railway subgrade in the soft soil area is not sufficient in the domestic, currently.This article will aim at the technology aspect risk of the railway subgrade in soft soil area in southwest mountainous to conduct and research, identify the risk events that may occur and the risk of birth risk factors associated with the incident, and divides the risk event the rank. Then evaluate the risk value of various risk factors with method that the rated by experts as well as a combination of AHP. Then, make the sensitivity analysis to the subgrad in soft soil with the Lizheng software, to identify the factors that can influence the stability and the settlement after of the railway subgrade in design stage.Finally, all the risk factors of the railway subgrade in soft soil in Southwest mountain were analyzed, and proposed the measures to control the risk. So as to achieve the establishment of a soft soil subgrade for project risk management objectives.
