Abstract


China have made the strategic plan about the overall development of Bohai Economic Sphere, and Bohai Economic Sphere has been the China’s third largest economy growth pole step by step along with the implementation of the process. But focus on the overall development process of Bohai Economic Sphere, Compared with Jing-Jin-Ji and Shandong Peninsula coastal economic belts, Liaoning coastal economic belts with the core city of Dalian is still at a relatively weak position. As Liaoning coastal economic development zone rose to the occasion of the national strategy, Dalian must change the weak position and strengthen and enhance competitive strength and position in Bohai Economic Sphere. To do so, we should certificate the times background, analyse the combination of factors, make clear the interests, and enhanced creative countermeasure of orientation of competitive position with Dalian in Bohai Economic Sphere: breaking the traditional administrative boundaries; improving the awareness of regional cooperation; improving the investment environment; strengthening the service functions of the city; paying close attention to the implementation of brand strategy; focusing on brand building cities; Port positioning accurately; promoting the development of the pattern of linkage; readjusting the industrial structure; enhance the comprehensive economic strength; overcoming the regional blockades determinedly; creating market interest; building regional trade system; promoting common development of the region. Only in this way, Dalian could be effectively established as the mission of Deng Xiaoping’s“north-east window”and an important Northeast Asia international shipping center of national strategy.
