Abstract


The rail-water intermodal transport has done in our country for many years. But there are still some problems. For this reason, in May2011, the Ministry of Railways, signed the cooperation and development agreement with Ministry of Transportation to jointly promote rail-water intermodal transport. In September2011, two jointly issued the guidance on accelerating the development of rail-water intermodal transport. In October2011, for the implementation of the guidance, two held a conference in Lianyungang to select six channels demonstration projects of the container rail-water intermodal transport.In this paper, the "rail-water intermodal transport terminal-junction" is defined as the transportation junction converged by port and railway station at the port outside, which services for the containers and other cargo by rail-water intermodal transport, such as transportation, transit shipment, loading and unloading, storage, information services, and so on. Rail-water intermodal transport terminal-junction in the level of the container transportation largely affects the quantity and quality indicators of container rail-water intermodal work. It is an important part to improve the efficiency of the container rail-water intermodal that improving the transport level of containers in Rail-water intermodal transport terminal-junction. With the constant improvement for the rail-water transport infrastructures, the demand for container rail-water intermodal transport continues to increase, and the demand of the level of containers Rail-water intermodal transportation is higher and higher. Therefore, it has a very important significance to research on container non-stop express transportation in the rail-water intermodal transport terminal-junction, thereby strengthening the container rail-water intermodal transport production work, and for to promote the container rail-water intermodal development, to improve China’s comprehensive transportation system, to promote the development of the national economy.This paper studied the container rail-water intermodal transportation from several aspects. First, based on the analysis of the containers transportation in the rail-water intermodal transport terminal-junction, summarizes the influencing factors such as the layout of infrastructure, management systems, relevant standards and container transport enterprises, transportation information technology and so on. Improvement measures proposed accelerate infrastructure construction, improve the coordination mechanisms, and promote technical standards, optimize transportation organization processes, improve rail transport rate through, strengthen the construction of information technology. Secondly, based on the analysis of the container rail-water intermodal process, study the container non-stop express transport organization between railway and port. Then, on the basis of analyzing the rail-water intermodal transport terminal-junction container import and export freight business documents, summarized the main problems of container import and export business process and document transfer process in the rail-water intermodal transport terminal-junction, combined with the ESIA process optimization and business process reengineering the theory (BPR), these processes were optimized and the container transport organization process model was Redesigned. Finally, by the analysis of time convergence, Aiming at container shortest total time, create container transshipment problem model, to some extent, this modal can provide a Optimization method for the container transfer Organization.
