Abstract


In recent years, Henan Province, as the country’s major traditional agricultural province and the newly industrialized province, achieved a faster and higher quality growth rate of the national economy. At the same time, irrational industrial structure, relatively extensive economic growth pattern of Henan has not been fundamentally improved. High energy consumption per unit of output, high emissions, resource issues and environmental pressures are still very prominent. Durling the period of "The twelfth five years’ development plan",Henan needs to accelerate the development of industrialization and urbanization, a sharp rise in demand for energy resources is exacerbated by prominent contradictions of resource and environment constraints. If Henan does not change the development mode, adjust the industrial structure, the resources will be difficult to support and the environment will be difficult to survive.The Circular Economy means intensive use of natural resources and integration of ecological and environmental protection. Development of circular economy coordinates the conflict between environmental protection and economic development with the efficient and recycling use of resources,achieves greater economic and ecological benefits with smaller resource consumption and smaller environmental costs. Therefore, the development of circular economy which guide the adjustment of industrial structure and build the industrial chain of circular economy in Henan Province, has very important significance.The paper,after reviewing and analysing to the concept and the stage of ICCE(Industrial Chain of Circular Economy), indicates the circular economy industrial chain net is the Most-developed stage of ICCE. In addition,the paper defines the concept of the ICNCE(Industrial Chain Net of Circular Economy) innovatively, pointing out the construction of circular economy industrial chain net,which takes ecology theory as the theoretical basis, needs enterprise interests,technology possibility,government guidance and other support motivations.Then.this paper sums up the conditions to the construction of ICNCE in Henan recently, pointing out that the current ICNCE contruction in Henan faces inadequate use of resources and other problems;Again, for the above problems, the paper designs the construction steps of Henan’s ICNCE in detail-Starting from the selection of core enterprise, Ends with the government-leading complement; Finally, form the ICNCE’s three construction levels-enterprise, park, community, the paper illustrates specific measures which proposed to provide organizational, technical and management support to the stable operation of ICNCE in Henan.
