Abstract


To carry out the national policy about energy-saving and emission-reduction, China Huadian Corporation has been developing the wind power generation projects in a great extent year after year and the new installed capacity increased by1104MW in2011. To make wind power project approved smoothly, China Huadian Corporation generally controls the scale of the50MW in each phase, and implements for multi-phase expansion in the same wind farm. Tendering, which can form adequate competition and reduce the cost of supervision, has been used in all wind power projects. But the traditional supervising tendering mode has many defects and does not fit in with the needs of wind power construction projects of China Huadian Corporation. So a new kind of mode for supervising tendering needs to be worked out urgently to realize the innovation of theory and use it in actual projects to solve the practical problems.This paper firstly use documentary method, system analysis method and the means of quantitative and qualitative methods to analysis the bidding datum of50MW wind power supervision projects of China Huadian corporation from2007to2011. The study revealed the defects of traditional bidding model, for example, the costs of both parts are too high in this mode and repeatedly bidding activities take up so much time. This mode doesn’t make provisions to human components of the supervision organization on campus, the number of people of all positions, unit price per month and the service period, which lead to large deviation in all respects, that brings about difficulties to the tender evaluation, bidding, project implementation and contract settlement. This mode can not change the minimum price limit of1.2million yuan for50MW wind power project supervision fees settled by Supervision Committee of China Electric Power Construction Association and can not break the monopoly. Secondly, by using research methods, such as system analysis method, expert investigation (Delphi) and subjective weighting method, and with the help of management devices of WBS work breakdown structure, Responsibility Assignment Matrix and Gantt chart, this paper studies and configures the kinds, number, service period and unit price per month for all positions of supervision organization on campus based on new50WM wind power supervision projects of China Huadian Corporation, and build benchmark price model for wind power supervision projects. On the basis, for the different scales of new projects and expansion projects, the different levels of complexity of projects in the hills, mountains, deserts, the Gobi region and the different pros and cons of the supervision implementation, I work out scale adjustment factor for new projects, expansion projects adjustment factor, project complexity adjustment factor, reward and punishment adjustment factor. A general contract model for wind power supervision project is established, which has universal applicability. These two models constitute the Supervision Tendering Mode of Framework for wind power generation projects of China Huadian Corporation, which can effectively make up the deficiencies of the traditional supervision tender mode.At last, according to the study, this paper designs the2012annual tender scheme of wind power projects supervision framework for Huadian New Energy Development Co., Ltd and organizes its implementation. The tender scheme of framework achieves good results, realizes the goal of supervision tender framework that one tender is annual effective to all wind power generation projects of this company, and breakes the market monopoly of Supervision Committee of China Electric Power Construction Association, effectively reducing the tender cost of both sides and saving the time of tender.
