Comprehensive evaluation and decision-making for distribution network planning makes rounded assessment, including the economy, reliability, adaptability and so on, about distribution network planning programs to be selected, and chooses the optimal planning program, which should meets the demands of load growth as well as optimalizing in economy, exploitativeness et al. It is a complex solving process with characteristics such as multi-objects, many uncertain factors, even the complexity is greatly increased especially when considering distribution network planning including distributed generation (DG).Effective and adaptive multiple-attributive evaluation algorithms are adopted to establish the decision-making model in this paper to study the problems deeply as follows:GAHP, which combines aspects of the analytic hierarchy process (AHP) with the Group decision theory, is firstly applied in distribution network planning to evaluate the programs and achieve the decision-making result. Compared with AHP, it concentrates the group wisdom, greatly reduces the impact of the subjective consciousness on decision-making and one sidedness of single-expert judge, by the process of consistency verification feedback and consensus matrix fitting in the model, thus more objectively reflects the distribution network planning program. Moreover, MATLAB programming is used to simplify the calculation of the algorithm to clearly provide decision basis for distribution network planning.The mathematical matching model of distribution network program based on different connection modes and various regions is established on basis of Matching Recognition. Considering the requirements of various regions to distribution network, it analyzed and paired the region characteristics with the corresponding scheme characteristics, thus one-way decision problem is transformed into two-way matching problem. This is another mode of comprehensive evaluation and decision-making which makes certain suggestive meaning to distribution network planning.AHP/TOPSIS combines aspects of AHP with technique for order preference by similarity to ideal solution (TOPSIS) in which interval number is introduced. Ideal solution isdescribed by interval numbers in this model, which fully taking the requirements of the planning area and the flexible requirements of grid planning into account. It can objectively reflect the appropriate of network planning program as well as the ambiguity of the decision-making.A large number of DG accessed grid is an inevitable development trend of electric power, and comprehensive evaluation and decision-making for distribution network planning including DG has been put on the agenda Decision-making system of distribution network planning program including DG based on hierarchical data envelopment analysis (DEA) is proposed in this paper, containing the comprehensive evaluation index system and decision-making model. It generally considers the different factors between grid assessed DG and the traditional grid, then chooses optimal program from the programs worked out by optimization algorithm. The advantages and disadvantages in all the criteria of programs can be reflected in this model, which can feedback the shorts of optimization algorithms to a certain extent, thus improve them. It provides new ideas for distribution network planning including DG.Models for comprehensive evaluation and decision-making for distribution network planning proposed in this paper are practicable and effective for actual, which applied in practical cases with better effects. The research of this paper can be a good reference for distribution network planning, and provide a new way of comprehensive evaluation and decision-making for distribution network planning.
