Abstract


As the chemical industry flammable , explosive, toxic and hazardous characteristics of high environmental risk , a large number of chemical companies at home and abroad , especially large and medium-sized state-owned enterprises have been gradually implementing state-of-the-art health, safety and environment (HSE) management system , but the domestic HSE applications of the chemical industry in its infancy , in particular the study of the effectiveness of the implementation process is still small . Therefore , how effective evaluation system to evaluate and ensure the good running of the HSE management system is of great significance . In this paper, a multinational chemical companies running the assessment of the effectiveness of the HSE management system in the domestic practice of investigation and case study constructed HSE management system running the effectiveness of the system evaluation index system for domestic chemical companies , mainly including management participation , personnel safety and health , personnel and property security , product safety , emergency response and community awareness , asset integrity and process safety , environmental protection , capacity management , HSE performance report of nine elements . According to the survey , the weights were screened , found that the most important management , weight 0.212 ; followed by the safety and health of personnel 0.168 . For each element of the effectiveness of the principle of improvement continued to improve , for each element , based on management status checklist concerns the degree of completion of informal work , comprehensive , leading four runlevel . The case of a chemical company , the effectiveness of the operation of the individual elements the maturity analysis process and the entire system . The study shows that the evaluation index system for the assessment of the effectiveness of the domestic chemical companies HSE management system has high reference value corporate HSE management system can effectively promote sustained to improve improvements , continued to improve the HSE performance .
