Abstract

Rural land issues has been the key factor affecting the rural economic development. Promoting the transfer of rural land in China currently has a positive effect in facing "three rural" issue. There is many current regional rural land on the Problems and Countermeasures , but with the highlight for the land use types, forest and water resources with high Economic value and ecological value areas, such as water sources, forest conservation areas, nature reserves, ecologically sensitive areas suching as ecological security control area of agricultural land transfer is defected.This paper will combine the current environment of security control with the implementation of rural land in the background, first it based on the ecological environment of security controls land use and circulation of agricultural land to build a theoretical framework for practice, then the theoretical background and practical examples based on depth of the ecological environment area of agricultural land transfer security control of the management mechanism, management tools and policy objectives, with a net monthly Xinhu Town, Jingyue Economic Development Zone to make the appropriate field survey for empirical research.The paper will flow the of agricultural land transfer and the ecological environment management as two elements to analysis and research, as a basis of the theory of ecology theory for the transfer of agricultural land to provide a new theoretical perspective. As the background of Agricultural location theory and landscape ecology theory , from the direction of the perspective of land use management and summary of ecological security features of land use control, agricultural land transfer forms and characteristics, so as to evidence the transfer of the regional management of agricultural land Theoretical basis. By the ecological environment of agricultural land transfer security control area management in-depth analysis of the value of building eco-environmental safety in areas of agricultural land transfer basic theoretical framework for the transfer of such regional management of agricultural land to provide theoretical preparation.Basing on the above theoretical analysis and discussion of the resulting argument, the article will combine the District, Changchun City, Town, net on the field survey, farmers were to use the new Town status, the zoning of agricultural land management, spatial distribution of agricultural land management, ecological land management And water management, protection planning the new Town summarized the characteristics of agricultural land management; the use of research data, analyze the new status of the Rural Land Town, forms, and other constraints, respectively, of cultivated land, forest land, agricultural land surrounding water Management summary.Finally, the paper will summarize the main conclusions to induction and ecological security control area proposed to transfer the management of agricultural policies, including economic management and ecological management.
