Abstract


The joint urban and rural areas, small towns, radiation rural areas, expand employment and promote the development has a major role in the small town planning is a leader of the small towns. Due to the large number of small towns in China, the nature of the content varied, extensive geographic distribution, situations vary widely throughout the provinces, municipalities and autonomous regions in promoting geographical development of small towns, also conducted research and practice, Guangdong, Hubei, Zhejiang has in the center of town planning and construction, and nurture the forefront. But less literature of the planning and construction of small towns in Fujian Province, is still a lack of a more systematic research. Fujian Provincial Party Committee and provincial government efforts to carry out the construction of the comprehensive reform of the province's small towns pilot this year, in March introduced the \into the approval process. Papers starting from the preparation of the pilot town planning guide, study guide prepared background, purpose and focus, and prepared the basic properties and basic principles of the understanding of the overall pilot town planning, to identify key technology to improve the method of preparing and discussed. Optimization of the preparation process for the project preparation, site investigation, preliminary research, program design, results-based, reported six stages of approval, etc., and preliminary studies and design stage subdivided into towns cognitive Policy comprehend, thematic studies, development planning to co-ordinate the planning, construction planning, support planning, action planning eight links. Preparation instance analysis based on the overall planning of Fujian Province, the first batch of 21 pilot towns summarize planning practice common key and difficult issues, including urban nature scrutiny urban scale to determine the implementation of the urban and rural areas, prominent place features and other technical aspects of the problem, and the convergence with related planning, demolition of the village and point, the the village renovation of urban and rural construction land increase linked to short-term construction and start-up projects, such as the level of policy and implementation issues. And around the difficult issues in-depth analysis, to explore to cope ways and application demonstration: argumentation urban nature, the local characteristics of urban development directional link better through the development planning; coordination through integrated planning aspects of the relationship between urban and rural areas, the implementation of the urban and rural development; in construction planning aspects of flexibility to deal with the scale of the problem of the pilot town; to deepen action plan links to promote overall planning recently effective. In this paper, study has tried to explore difficult issues in the blessing pilot town overall planning operability of coping ways to Fujian Province town overall planning can improve overall staffing levels, play a guiding role in the development of small towns in Fujian Province.
