Abstract


Polis was the main form of state and many Leagues or associations of poleis existing inancient Greece, its history can be viewed as that of either the history of poleis or of theassociation of poleis. The Boeotian Association in the period of 447-386 B.C. was quiteinfluential in ancient Greece. The study on Boeotian Association in this period will greatlycontribute to our understanding on the historical development of Ancient Greece and theconstitution of the associations of poleis.Boeotia broke away from the yoke of Athens in 447 B.C. and regained its independence;The Boeotian Association was reset up thereafter. During the Peloponnesian War, the strengthof Boeotian Association, especially Thebes, was greatly strengthened. After that war, thedeepening conflict between Sparta and other poleis caused the Corinthian War. Finally, underthe intervention of Persia , the King’s Peace was signed by all Greek poleis in 386 B.C.. Inaccordance with the term of independent therein, the Boeotian Association was forced todissolve.The chief organs of the Boeotian Association were the boeotarchs and the federal boule .On that time, the entire Boeotia was divided into eleven units, each unit should dispatchedone boeotarch, sixty bouleutai, and fixed soldiers and judges to the associated government.The boeotarchs who commanded troops and in charged of foreign affairs were the mostimportant magistrates in the association. The federal boule had supreme authority and it wassubdivided into four sections, each section was in office in turns.The Boeotian Association was under the leadership of Thebes——the most dominantpolis in the association——for a long time, it was the hegemonic state in the association.About since the beginning of the Peloponnesian War, Thebes had already controlled theassociation and weakened the opponent poleis, as well as made a close cooperation with othermembers of the association.
