Abstract


Northeast black soil area is the most valuable land resources of the country , is one of the important food origin , the relationship between the national food security and ecological security , and also the soil erosion concentrated and stronger area . Premier Wen 2002 the instructions should northeast Soil Erosion comprehensive management of the agenda in 2003 , the country started OF SOIL AND the comprehensive management of the pilot project \Soil Erosion treatment project , a comprehensive understanding of the assessment of the black soil region become key issues need to study the benefits of comprehensive treatment project of Soil and Water Conservation . Scientific , accurate analysis of the effectiveness of comprehensive control of soil can provide the scientific basis of support for soil and water conservation choice of comprehensive management measures , policymakers , and at the same time can provide the basis for the macro decision-making , to provide protection for the economic and social development . In this study, Jilin Province Huifa River project area Gemstar small watershed comprehensive control of soil conditions as an example , learn from the advanced experience , established a template Mollisols region of northeastern watershed management effectiveness evaluation and analysis of the ecological, economic , social benefits evaluation , and treatment project for the black soil area countermeasures and suggestions .
