Abstract


The community is becoming political development in national strategic space onchina’s social development in new century and is always national management basisof society on perspective of countries. In the face of the new social structure andsocial organization, we must establish a community system as the basic units of newsocial regulation, integration and communication, and should be made the communityinto positive resources on national politics construction and economic development.The development of the economy and social development supplement eachother.On the era of knowledge economy, Shenyang actively promote modetransformation of economic development with the goal of international metropolisdevelopment.Consequently, social innovation management has become primary taskof shenyang municipal government, and community development is the importantcontent of social innovation management. In construction of the community,Shenyang municipal government well-known throughout the country as shenyangmode.Shenyang promote community governance gradually based on pilot in HePingand ShenHe two communities. It is the core that shenyang actively promotecommunity selef-governance and solidify primary level of the social managementfoundation through regional management entity with integration between power andresponsibility on Neighborhood Committee. However, shenyang mode is still in theprimary stage, there are still many problems and difficulties in community,construction and development, which restricts the reform and development of thecommunity in process of construction and development.Based on the study of domestic and foreign relevant literature on communitymanagement and Government Knowledge Management, I have analysis and researchthe community management in shenyang from the point of view of KnowledgeOrganization.First,we visit Liaoning provincial government, Heping districtgovernment and shenhe district government,and on. We had interflowed and learingfurtherly with leadership and staff of community management.At the same time, wego down to the basic unit community management department, and its staffcommunication with its staff about the community construction, communitymanagement and community development.Using the empirical analysis method to research the problems and difficulties in process of shenyang communitymanagement.Secondly, With literature analysis as method, I tudy the developedcountries and domestic existing community management mode, analysis theadvantages and disadvantages, and draw lessons from the development of advancedexperienc.Finally, with the aid of government knowledge management theory,Iconstruct the knowledge community model. The learning community which isnetworked, flat,flexibile and personalized mode is the development tendencyage inshenyang development of innovation management on the era knowledge economy.
