Abstract


Petition work party and the government understand the social conditions and public opinion, an important channel to listen to their voices, to help them solve practical problems, to educate the masses to guide an important tool. In recent years,"Petition cycle" phenomenon, no doubt deviate from the aims and objectives of dealing with complaints, to reduce and prevent the occurrence of such phenomena, the various departments must be joint attention and efforts to eliminate the "petition cycle" root causes. Q County, Hunan Province, the author for the study, the use of a questionnaire survey and depth interview research methods, grassroots fieldwork, a comprehensive study of the Q petition the county and township under the relevant circumstances and "petition the cycle" of the main performance, and analysis of the deep level of reason, further proposed to eliminate the "Petition cycle" proposal.This paper is divided into four parts. The first part is introductory. This study describes the background and research significance, and international research review research content and research methods. The second part of the township petition the theory outlined in the cycle. This article introduces the core concepts involved, the basic theory and the township petition the function and value. The third part of the town in Hunan Province as an example of the Q cycle of the township petition the performance, characteristics, and why. The main performance of the township petition the cycle are:petition cases show rising trend year by year; petition process of "leadership plot" outstanding; leapfrog petition, repeated petitions, collective petitions widespread; wrapped visit, visit downtown, frequent occurrence of mass incidents; people on dealing with complaints of cognitive biases. Township petition the cycle characteristics:the main features:quantity, reality, and strong randomness; township petition increases the difficulty of handling the problem; township petition organized and radical trend of increase; elite-led, community driven, a large contingent of potential petition Finally, I further analyzed a "petition cycle" reasons, summarized in four points:First, the concept behind the petition governance; the second is the lack of mechanisms for expression of interest; third means of stiffening the Mediation and Arbitration; four grass-roots self-organization construction deficiencies. Fourth part is to eliminate the cycle of the township petition mechanism. I have proposed for the last chapter,"petition the cycle" of the reasons put forward feasible suggestions. Petition, including the updated concept of the idea of governance; establish mechanisms to smooth the demands of expression; sound reasonable mediation arbitration mechanism; strengthen rural-based organizations.
