Abstract


Autonomy system has been established by Constitution of Japan in its8th chapter, and as a general regional public organization, municipalities enlarge its scale through mergers. The mergers of municipalities are regulated by Law on Regional Autonomy and the concrete measures are ruled by Law on Exceptions of Municipalities’ Mergers. The merger at the present stage has achieved a lot by using the steps recorded by law. At the same time, defects also get exposed to the public. This thesis discusses the theory and practice of the mergers of municipalities in Japan.This thesis gives fundamental overview on the meaning and nature of the mergers. Simultaneously analysis on the background, reasons, methods; reconsideration and prospect of the mergers are also provided in this thesis. Therefore, mergers of municipalities in Japan are essential for the development of large-scale administration.
