Abstract

Starting from 1990s, the City of Dalian has been keeping a high level in overall urban development strategy, and the strategy has been modified based on different conditions and historical opportunities. In 2009, Chen Zhenggao, Governor of Liaoning Province, made an inspection to Dalian and instructed to "make all efforts to promote the progress of the city’s overall urbanization". Since then, Dalian has been using development experience of overseas coastal cities as references and proposed a development strategy of "overall urbanization". In the new golden era, Dalian will integrate the overall strength of sub-regions, transform from polarized growth to balanced growth, and gradually establish a new pattern of overall balanced development.It should be noted that the trend of economic development in cities today is to give priorities to reasonable division between the regions and districts and to compete as a group. The attempt to enhance the strength of central district in order to lead and promote overall development will inevitably cause repeated construction and low economic growth rate. As for Dalian, while focusing on the development of shipping center and coastal industries, it should actively improve industrial structure, seize the commanding point in competition with surrounding cities, and achieve success both in scale and famous brands. Through coordination with surrounding cities, to lead city functions to a higher level, and build Dalian to be a core city. Through cooperation with surrounding cities to carry out overall plan of the whole region, Dalian will play a better role in radiation and lead as a center city. During this process, Port of Dalian, which has long been the dragon head in "city revitalization by port growth", is an indispensable important factor. This paper uses documentation index, case study and environment analysis as main methods in the study on "Port of Dalian’s development strategy in an environment of overall urbanization". Through treatment and analysis of cargo throughput of Port of Dalian in 2006-2009 and other materials, starting from internal and external environment of Dalian Port Corporation, it gives a strategic positioning of port development. By studying development strategy in an environment of "overall urbanization" based on the Port’s actual conditions, it proposes several measures for city and port interaction.In 2010, Dalian Port Corporation accomplished 15% growth in both total throughput and container volume, a target set by Dalian Municipal Government. Its share holding company was successfully listed in A-shares, the company bonds was smoothly issued, the new 300,000 dwt crude oil terminal came into operation as scheduled, and its strategic transformation began implementation. However, at the same time, Port of Dalian is facing more and more serious competition and challenges and transformation burden. At this new historical starting point, it is a big issue for Dalian Port Corporation on its development road as how to take all strength to realize successful breakthrough and achieve new centennial prosperity. The study of this paper gives a precise positioning of Dalian Port Corporation’s development situation, finds out the various deficiencies in the coordination between port growth and city development, and provides beneficial references for port development strategy in an environment of overall urbanization.
