Abstract


China has a long history, which leaved descendants rich heritage, besides historical and cultural cities. Historical and cultural cities saved lots of cultural relics, which embodied the Chinese nation has a long history of culture, and the values of economic, cultural and social had an effect on our life.In order to protect the ancient city of historical and cultural value, our country made a law to approved118historical and cultural cities. However, due to some wrong policies of the local government, and its negative attitudes, inadequate of funding and so on, some historical and cultural cities were in a vulnerable situation. And since the late1970s and early80s, the construction of urban rapid development with the reform and opening policy implementation as well as the city’s rapid economic development. The construction can bring more economic benefits, such as can improve the development of surrounding rural, at the same time it can make cooperation with some cities of nearby the old city and produce win-win situations. However, some ancient cities with historical cultural connotations have been varying degrees of damage because of a large scale of the old city transformation, the real estate development, and many emerging tourist attractions planning in the ancient historical and cultural city. With the acceleration of urbanization process in China, inevitably the destruction to historical and cultural cities becomes more and more terrible. In the era of accelerating city development, in the case of inevitable urban construction, and from the perspective of social management, how to both update and protect the historical and cultural city? How to balance protection and development? It is a great historical task in the academic and political circles.Based on the study of introduction to the historical and cultural city protection and development at home and abroad, this thesis analyzed the problem and the reasons of the famous historical and cultural city, and put forward the corresponding countermeasures from the perspective of social management. The second chapter of the thesis analyzed the contradictions between protection and development of the historical and cultural city Shouxian, which mainly because of insufficient funds, lack of passive protection, and lack of awareness and social management function of the local government. The third chapter took an example for Shouxian, the historical and cultural city Pingyao, which gave a good example about how to protect and develop the ancient city. In this paper, the fourth chapter proposes the countermeasure, which means the local government how to improve the protection of the historical and cultural city and the development of social management ability. In historical and cultural city protection and development process, the ancient city of local government needs to establish and perfect social management mechanism through the correct guidance of for the social policy, actively expand sources of funds and the establishment of regional planning integration mechanism, and which needs to innovate the social management methods through created the democratic way of social management, pay attention to play a role of experts and innovate monitor business to participate in, and has to make laws and regulations of the local historical and cultural city protection and development, so as to achieve effective for historical and cultural city protection and development.Based on multidisciplinary fields such as sociology, political science, management science, the thesis discussed the historical and cultural city protection and development as a research perspective of the county local government social management. The thesis based on the theory of middle of Merton, which will be docking by theory research and practice research in order to provide theoretic guidance and practical methods for reference in protecting and developing our historical and cultural cities.
