Following the promulgation of “Educational Technology Ability Standards for Primary andMiddle School Teachers”, the training of normal university students’ educational technicalability is also attached importance to the normal universities. The training of normal universitystudents’ educational technical ability reform of teaching modes has become an inevitable trend.The traditional teaching model is Monotonous. However, network teaching mode is diversified.So, online learning will become the mainstream trend of information learning in current andfuture. Network teaching evaluation model become more important in field of education.Training of normal university students’ educational technical ability exist problems as thestarting point is investigated. Improving the normal university students learn "modern educationtechnology" general course quality and the learning efficiency. This paper puts forward themode of network teaching and formative assessment index system. Application of WebQuestplatform developed a general course of "modern education technology" for an example. In theform of evaluation of interaction encourage and urge students to study. To improve the schooleducational teaching quality has important theoretical significance and practical significance.This study used the literature method and so on. Firstly, on the basis of the theory andpractice, the main research of establish the teaching mode of WebQuest formative assessmentindex system. Secondly, the research construct assessable model. In the last but not least, on thebasis of “multi-factor statistical method” get to the index weight for perfective the evaluationgauge. Through the comparative experiment, the validity of the WebQuest is confirmed. Theplatform can improve the efficiency of students’ autonomous learning and learningachievements. The evaluative result could feedback to students. Improving the general courseof modern education technology can cultivate student’s ability of knowledge system finally toachieve the purpose of evaluating the students.In the paper, through the formative assessment study of WebQuest mode could build outthe formative evaluation system and the evaluation index system. The knowledge, ability andemotion of measure the comprehensive quality of students. Through this platform can know tostudents learning situation and improve the quality of the education. The platform could also improve the normal education technical ability training quality.
