Abstract

Foundation for development in china for more than twenty years, as an independent third party, the charity fund on social security and relief has played an important part in active social effect. Since our foundation to start later than the other developed countries, external and internal regulation system is not very good, especially as the foundation of this year the number and scale constantly expanding public foundation of the question of exposure on the credibility of the foundation by the community, severely limits the public in the development of china. With the fund management ordinance was enacted, a formal public foundation in the country. However, the booming as a charitable foundation for development, there are various practical problems.This article to One Foundation for example, by introducing and comments on the foundation of development and operation of summing up from the status quo, we can find the some special characteristics and the problem. The public raise found official colors and non-governmental organizations with a lack of independence. The problems cause the foundations in the development of the inconvenience. The article analyses foundations development of the existing number of reasons. Firstly, the policies and systems of and behind, in the meantime, the charitable foundation for its operation mechanism of the people are not mature. The external supervision lacks of social aspects of monitoring mechanisms. These reasons cause the charity fund a slow development of the status.In this paper, comparing the United States related to the control mechanism and regulatory mechanisms, based on the mechanism for the lack of charity, private charitable foundation of our system make relevant recommendations. Attempted through policy and institutional level, the foundation level of their operations and to identify three levels of social supervision and improve the best way to private charitable foundations, full play to their welfare benefits in order to establish a set of country characteristics, sound System of private charitable foundations to promote the healthy development of Chinese non-governmental charitable.
