Along with the higher education reform deepening development of colleges and universities of input and continues to expand the scale, a lot of the universities in management level is low and the low efficiency of management and a series of problems, which have not and the requirements of the development of higher education to adapt the. In order to improve the running efficiency, overall management level, many schools start introducing performance management. But in the present universities introduce it, lack of a complete set of strong support theory method, but also to the whole process of performance management and in-depth understanding. In the practice process, experience is also common case, even some schools to enterprise’s a set of management mode impose applications. Or in accordance with experience, evaluation purpose as evaluation standard. Lead to the performance management become a mere formality, or just can’t.This paper to SX Career Technical College performance management as the research object, the existing problems were reviewed and analyzed, the Balanced Scorecard in enterprises in the field of pattern " transplant" to college which is a special organization, implementation from the different angle to the university management system reform discussion. This article will aim at SX Career Technical College performance management problems, research objectives management theory and performance management theory and related knowledge, through drawing lessons from the domestic and foreign outstanding experience and practice, combined with the actual situation of Career Technical College in SX, for the design of new teachers’ performance management system, using the balanced Scorecard and key performance indicator effective union, through the method of management by objectives of the school teachers to achieve self management, self control, greatly enhance the effectiveness of teacher performance management.This paper is divided into five chapters:the first chapter is introduction. The paper mainly introduces the research purpose and significance, domestic and foreign research, research methods and research route and research of innovation; the second chapter is related to the performance management theory. Including the theory of management by objectives, management by objectives and the implementation steps, the advantages and disadvantages; third chapter is the SX Career Technical College performance management current situation and problem analysis, analysis of the college profiles, organizational structure, human resources, as well as the main problems; the fourth chapter is based on the target management of SX Career Technical College teacher performance target system design for SX, Career Technical College suitability analysis, target design principle and the matters needing attention and the balanced scorecard system index system construction and development, through the integrated use of management by objectives, the Balanced Scorecard and key performance index method to design the various post performance management objectives, the main innovation of this research lies in the Balanced Scorecard indicators method to improve. The fifth chapter is aimed at SX Career Technical College performance management system, the implementation and operation of the analysis, including the performance of the implementation, evaluation, feedback and the application of the results, and the new performance management system effect, deficiency of content; the sixth chapter is the research summary and outlook for the future.Development management, process oriented, system evaluation, innovative use of Balanced Scorecard in the performance management, reflected in the value of performance management and performance evaluation, is studied in this paper based on the target management performance system to study the innovation point.This article through the SX Career Technical College in implementing target management oriented performance management system research, expectations for the peer universities, belong to the performance improvement and provides a new train of thought.
