The classical human capital theory suggests that the investment on education is aninvestment of higher rate of return. But there is too much emphasis on it can gain whileignoring the conditions of the gain, that is, graduates can be only recognized by thecommunity after graduation, then they can be possible to obtain gains whensuccessfully find a job.With a rising question of employment of college graduates in China, the risk ofinvesting in higher education has seriously plagued the subject of family investment inhigher education. It comes out that the new study Useless view which indicates that thepeople question the investment in higher education. In their essence, it is not the highereducation itself the people questioned, but the difficult to achieve the expected returninvestment in higher education which investors have lost their confidence. As a hugeinvestment subject in higher education, poor students and their families whosecommitment to investment in education are at a greater risk compared with ordinaryfamilies. Thus, it has great significance for poor students and their families, as well associal harmony and progress, conduct special research on the risk of investment inhigher education for poor students and improve the plight of the poor students in theprocess of investing in higher education. However, there is few research in this area.In this study, it focuses on the process of investing in higher education for poorstudents, and the investment in higher education is divided into three stages which canbe called The selection phase of higher education investment, the operational phase ofhigher education investment and the stage of the return on investment in the highereducation. This study discusses the risks that may exist for the poor students in highereducation investment at each stage, then gives weakening or circumventcountermeasures and suggestions for every stage of the risks.The selection phase of higher education investment. This phase focuses on theproblem asymmetric information for the poor students and their families select collegesand universities in the investment proposed higher education, it puts the ways thatstandardized information dissemination system, provide adequate information resources, then reduce the information asymmetry;as to the problem singleinformation source in voluntary reporting, we should introduce the authoritativeinformation on assessment and the issuing agency to build a diversified informationchannels; as to the problem the professional choice plight for the Division of Arts, itproposes to take the specialty categories admissions, delay the select time of universityprofessional;as to the problem that incompatible for the university part of theprofessional and market demand, it puts the professional colleges and universities inenrollment should select the survival of the fittest as the introduction of the "market"mechanism.as to the problem poor students select the college level andprofessional categories, the College geographical distribution should be considered onsmall and medium-sized cities more rather than concentrated in large cities, and thenpoor students should also establish a rational investment philosophy of highereducation to reduce the blind investment.The operational phase of higher education investment. This phase focuses on theproblem the low level of ordinary families bear capacity as university tuition is toohigh,it puts forward specific measures to increase investment in education, clear upcollege fees,reform the charging mode; as to the problem of existing financial aidsystem for poor students and the effectiveness of the poor students financial aid, itputs forward specific measures to improve the national financial aid system for poorstudents; finally,it also puts on the corresponding countermeasures for the decline forthe quality of higher education.The stage of the return on investment in the higher education. This stage focuseson these questions such as the knowledge unemployment has brought by the currenttight employment situation and university enrollment, the Misunderstandings thatemployer select the talent, the unstandardized job market, and the unperfectemployment service system,then put forward suggestions such as we can optimizationstudents employment environment, improve the employment service system ofuniversity students, standardized social environment for employment, the employershould also establish the properly selection of personnel standards; for poor studentsthemselves in the course of employment, they may exist career misconceptions and theproblem their quality are not suited to the market demand, this study proposes that poor students should be transformed into the concept of employment and improve thequality of their own countermeasures. For the low social capital of poor students in thecourse of employment, we should build a more equitable and reasonableco-employment platform.
