Abstract


The public service system is a government guaranteed fundamental rights of the citizens system arrangement. Modern civilized society is the basic symbol of the modern social comprehensive, coordinated and sustainable development. Urban and rural community sports public service system is a subsystem of sports public service system and the community public service is an important part of the system. To construct and perfect the community sports public service system will not only can meet the demand of the community sports but also be helpful for promoting the construction of community spiritual civilization.In recent years, Urban and rural community sports public service construction has made good progress because of country and governments good attention towards this sector. But as China’s urban and rural economic and social development progress, urban and rural community construction process continues to be expand the imbalance between supply and demand of the increasingly prominent contradiction in Urban and rural community residents of growing public sports services system.Since the reform and opening rapid economic development, urbanization and changing the advanced level in the speed in zhejiang area, the new rural construction is also formed a certain scale, especially under the yiwu, yongkang and two counties is the most significant. But for a long time, the local government has been the economic work on first position, the public service system of construction speed lags behind economic development. In recent years, although the government began to change governing idea at all levels such as education, culture and health care system, but sports public service system construction has not been paid enough attention to improve in continuing process.This study in comprehensive previous research results was put forward on the basis of urban and rural community sports public service system construction idea which included urban and rural community sports public service system of system structure and influence the urban and rural community sports public service system construction and perfect factors. And then in the wu cheng district of jinhua city in zhejiang, JinDong, yiwu, yongkang the four wing of the community sports public service supply situation and system construction situation as the research object. Based on the practical research respectively from the sports lay grounds and facilities, sports fitness guidance, sports organizations and sports information consultation, residents’physical evaluation analyzes the community sports public service of supply and demand.This research mainly points out the present problems of urban and rural community sports in jinhua public service system which includes:management system and operation mechanism is insufficient; Lack of overall planning, system construction basis insufficient; Sources of funds is relatively single, imperfect facility; lack of Sports talent, fitness guidance is very low; Sports activities beneath diversification, residents do not have a high level of participation; Performance evaluation system has not been effectively established and implemented.Aiming at the existing problems, this research suggests that we should improve the urban and rural community sports public service system by the following way change or transform the government function, accelerate the construction of policies and regulations; From the overall situation, establishing a reasonable urban and rural community sports public service system construction planning; Multi-channel development fund resources, fully develop and use of urban and rural community sports resources; Strengthen community sports talents team construction, for urban and rural community sports public service system for the construction of human resources; Diversified urban and rural community sports in public service to meet the different levels of sports fitness needs; Build system running effect evaluation system, improving the community residents constitution monitoring service and government performance evaluation mechanism.
