Abstract


Segregation has always been a compelling issue in the United States which is a nation of immigrants. Racial segregation in public schools is segregation’s concrete manifestation in the American Education. In the heyday of slavery, black slaves had no right to education at all. After the abolition of slavery, blacks had the right to education, but were segregated. Not until 1954 did the Supreme Court legally declared the demise of racial segregation in public schools in the Brown case. However, due to various factors, the process of states desegregating public schools was very slow. This article studies the issue of U.S. Federal desegregating public schools from 1954 to1980 and its effects. There are a few of studies on the aspect in our country. Some studies on U.S. Federal desegregating public schools appeared in books on education and race. We did not have a systematic study on this issue.Based on the previous studies, this article tries to clarify the process of U.S. Federal desegregating public schools and makes a detailed analysis of positive and negative factors in the process, and then pointed out the significance. Hope that through this article, we can have a macro grasp of U.S. Federal desegregating public schools from 1954 to1980.This article consists of four chapters.The Introduction of this paper contains the basis of the topic, status quo both home and abroad research, research methods and shortcomings in this article.The first part focused on initial progress in desegregating public schools .It mainly elaborated U.S. Supreme Court overturned "separate but equal" doctrine and opened the prelude to the federal desegregating public schools. In addition, it also analyzes the reasons of the slow process of states desegregating public schools.The second part explored Federal further progress in the desegregation, focusing on desegregating public schools actions of the three branches of the U.S.federal government, legislative, executive and judicial. The Congress enacted the Civil Rights Act of 1964, and laid the legal basis for desegregationn public school system. Administrative departments vigorously implemented the Civil Rights Act of 1964. Subsequent judgments of the Supreme Court further desegregated public schools.Body of the third part elaborated the President, the Congress and the Supreme Court gradually eased school desegregation.PartⅣdiscusses the effects of the U.S. federal desegregating public schools, and points out positive and negative effects. Conclusion section of the paper is summarized as a whole, the author put forward significance of U.S. Federal desegregating public schools. Federal desegregating public schools made blacks, to a certain degree, enjoy the equal education and laid the basis for the establishment of a harmonious multi-ethnic society, also is beneficial to social justice.
