Abstract


This article examines Franklin D. Roosevelt’s thought of right to work. Economic crisis broke out in the United States in 1920s-1930s. Therefore Franklin D. Roosevelt was elected the president of the United States in difficult times. Facing the mass unemployment, Franklin D. Roosevelt considered much about the right to work. He repeatedly mentioned the right to work in his speeches. Franklin D. Roosevelt defined the right to work as economic freedom and brought it into his thought of“four freedoms”. His proposing“four freedoms”marked the formation of Franklin D. Roosevelt’s thought of right to work. Franklin D. Roosevelt thought that people all over the world should have the right to work which could make them and their families live decently and happily and government should have the responsibility to formulate related laws and policies to protect the right to work of people. Franklin D. Roosevelt’s thought of right to work improved the status of right to work and promoted social and economic reforms after World War II. In the era of economic globalization, unemployment should be faced by many countries. To study on Franklin D. Roosevelt’s thought of right to work is meaningful for protecting basic economic rights of people all over the world and provides a reference for other countries when they tackle unemployment.This article consists of five parts. Introduction part mainly introduces the foundation on which the topic is chosen, present research situations at home and abroad, research methods and shortcomings in this article.The first part introduces Franklin D. Roosevelt’s thought of right to work. This part mainly elaborates the content of the thought of right to work. Franklin D. Roosevelt gradually established his thought of right to work in his speeches. This part indicates that the thought of right to work is from democratic ideas in France, Declaration of Independence, the Constitution of the United States. Having considered right to work itself, economic situation at home and the interests of the Democratic Party, Franklin D. Roosevelt designed the thought of right to work. The thought of right to work belongs to social thought in Franklin D. Roosevelt’s ideology and locates at the heart of it.The second part explains that Franklin D. Roosevelt made efforts in order to put the thought of right to work into practice. In order to protect the right to work of people Franklin D. Roosevelt proposed the second bill of rights and used it to guide the enactment of laws and implement employment programs. Among the programs providing work as a form of relief WPA was the best one which had put the thought of right to work into practice.The third part shows the influence of Franklin D. Roosevelt’s thought of right to work. Franklin D. Roosevelt’s thought of right to work makes right to work a kind of thought. Proposing the thought of right to work let the world recognize the significance of right to work. Many presidents after Franklin D. Roosevelt quoted his thought of right to work and used it to guide the development and implementation of American employment policies.The conclusion part concludes the whole article. It points that Franklin D. Roosevelt proposed the thought of right to work with international perspective. Proposing the thought of right to work guarantees the economic rights of people. Under the guidance of thought of right to work, the United States not only successfully solved the problem of unemployment but also the presidents after Franklin D. Roosevelt used it as the theoretical basis dealing with the problem of unemployment.
