Abstract


With the coming of urbanization and industrialization process, a lot of rural land has been acquired by the construction of industrial parks and urban areas, and tens of millions of land-lost peasants turned up. However, due to the low land compensation, The landless farmers must face a series of problems such as employment and social security, and the government did’t deal with this problem properly, an increasing number of land-lost peasants’problems have been produced, which become one of the biggest factors to influence social stability. Therefore, the research of the issue of land-lost peasants’old-ages security has a great realistic and far-reaching significance on solving land-lost peasants issues, building new countryside of socialist establishing harmious social, promoting the sustainable development of industrialization and urbanization in our country so that a moderately prosperous society will be come true.This paper excavates the profound reason for producing landless peasants’question? by analyzing the relation between peasants’subjective construction and action ability and resource distribution to start, with the relationship between capabilities and resource. This research object was the land-lost peasants in Xing’an County in Guilin who already have participated in local land-lost peasants old-age insurance. According to level of economic development and national distribution, Xing’an County governs three villages were selected as survey sites County. The author took quantitative questionnaire survey combined with qualitative case interviews as the mainly data collection method.It can effectively find that peasants’capabilities has caused the deficiency of the resource acquisition to a great extent through data analysis, no matter in the expropriation process or in the land compensation. Conversely, this has further aggravated the unbalanced distribution of resources, and peasants’capabilities are limited by non-balanced resources pattern established by the social structure. So, it is an origin which causes landless peasants’question that peasants’capabilities is insufficient. Based on it, the author puts forward some corresponding suggestions:timely adjust the old-age insurance policy settings; improvement suggestions on relevant supporting measures——perfect the land compensation mechanism、actively explore other effective resettlement ways、adopt more measures to promote the employment of land-lost farmers. In the end, we improve the current land-lost peasants old-age security system in order to better protect the legal rights and interests of the land-lost peasants, and ensure the landless farmers’living standards unchange.
