Abstract

Administrative system of ongoing profound changes , including reform of provincial and county management system has become a hot topic . China's current Managing County there is a serious problem , is no longer suitable for the development of a market economy : bloated, number of personnel , complex relationships , the responsibility is unknown, inefficient management . To overcome these shortcomings , to adapt to the needs of provincial and county management system , the implementation of direct control of the county system, is imminent. This paper analyzes the status quo of the current system , analyzing the pros and cons city and county management system , from the provincial governing county system proposed theoretical basis , the significance of several aspects of the reform of the provincial governing county system to demonstrate , come direct control of county reform necessity , feasibility, China should gradually establish a system of provincial governing county conclusions. Related reforms at home and abroad experience , combined with our provincial and county management of the actual situation , based on the successful implementation of Zhejiang Provinces and Counties , for example, analyze the effectiveness and shortcomings , its essence, expand learning .
