Abstract


The middle qing dynasty, influx of refugees inside shanhaiguan pass into northeast. They not only reclaimed land positively, but also "erosion" the livelihood of the publicity in some extent. Qing give some interference for this situation, on the one hand, it give publicity all kind of discount, on the other hand, limiting knave inside shanhaiguan to reclaim land. The result is more serious livelihoods publicity. This serves show that the refugees through is the direct reason lead to livelihood of the publicity , and since the beginning of the founding of the eight banners livelihood problems still adopt raise policy, is the grace of the deterioration caused publicity the root cause of livelihood.This paper mainly divided into four parts, the first part mainly describes the army taked some protective policy for publicity after entering. In the early qing dynasty, it set eight banners garrison in northeast, and allotted the surrounding land to eight banners for farming, and for their livelihoods. In addition, the qing court also give discount to publicity in all respects, for example, releasing LiangXiang to eight banners every month, reducing and exempting taxes in publicity boundaries, reliefing in famine years, etc. The second part and the third part mainly discusses the reclamation of refugees to move through and the "erosion" of livelihood publicity from that, in older to protect the publicity living in northeast and implement comprehensive banned as well.The fourth part mainly discusses the flag transfer to people living with the deterioration of publicity. This section and first chapter mutual undertake, with the analysis the final conclusion: refugees through is just direct cause of the publicity living deterioration, and the basic state policy of manchuria to safeguard livelihoods publicity , led to the deterioration of the eight banners livelihood basic reasons.
