Abstract


"CPC Central Committee and State Council on the promotion of the central region of the number of observations" (in the [2006] 10) the introduction of economic and social development for the central region has brought opportunities. In this effect, the will of the restructure the relationship between systems and external environment, the state and pattern. Central China strategy as the new century to promote the six provinces in China since the economic and social development of the major strategic, entrusted with administrative responsibility for change management. In accordance with the regional economic development and the objective laws of market economy, macroeconomic theory emphasize that the establishment of reasonable mechanisms, central China is gradually integrated into our economic development and comprehensive implementation of the globalization concept of scientific development imperative. How to combine the actual situation of the six central provinces, the level of theory and time to explore transformation of government functions and standardize government behavior, structuring the government ecosystems, is currently the subject of one of the strategic solved. Yueyang City, as a typical central region, the transformation of its administrative functions of central China will provide the most direct reference strategy.Central China to establish the strategy, the local government from central China’s specific reality, transforming government functions, and regulate government behavior, the implementation of active industrial policy and social policy, to create central China’s "economic perpetual motion machine" and the social safety net, strengthening government governance, and actively promote market reform and social autonomy, and establish a scientific and rational management structure and highly efficient mechanisms of governance, the government, market and society interaction, focus on the implementation of service-oriented government building, to better promote the economic and social good and fast development.
