Abstract


Civil defence works are structures specially constructed to protect people’s air defense command, communication, masking personnel from or ease nuclear, chemical, born weapons and conventional bomb kill. Meanwhile, as part of the urban underground space, civil defence works also is bearing parts of the city’s function of economic development and people’s life service. Implement and response to the provincial commands instructions of the national, provincial party committee and government, Dezhou city government proposed Texas dickers square underground defending engineering, and actively construct the air-defense project of combining with a peacetime, it melts combat readiness benefit and economical benefit and social benefit in one body.The construction project is different from general project, it has a wide range and investment is huge, long life cycle, so the project construction, project construction and operation of the whole project quality during the economic efficiency and the social efficiency bring tremendous influence. Quality is the soul of the construction project, without quality without anything. Quality management is not only an important part of the construction project of the modern management engineering, but also the core of the management work, the fundamenta of engineering constructionl, determine the success or failure of project construction.Therefore, the Texas defending engineering project construction quality control,the air-defense project construction procedure,is an important link,also is an important guarantee of air-defense project successful completion facility. At present, there has been much achievements about project quality management research, accumulated a certain amount of quality management experience, but due to the funds, personnel, geographical conditions of limits, the results of this study often in underground defent engineering project has no universal applicability, as to our country’s civil engineering projects, it still lacks of operable quality management experience. This study takes the project of the civil air defence of Dezhou No.1 Middle School as its object. From the perspective of project quality management, this paper adopts theoretical analysis and quantitative analysis to study the quality management of each part and step. It also study the prevalent problems existing in the project and gives relevant solutions. In detail, this paper is be aimed at setting up an effective quality management system, and to meet the builders’object through some measures such as quality plan ,quality control and quality assurance. Thus it could explore a knowledge hierarchy on the civil air defence’s quality management project which fits China’s actual conditions, as well as get a reasonable and effective method for civil air defence works quality mangement. Finally it could provide reference and experience for the civil air defence project.
