Belong to the minority areas, and belongs to the less developed regions of China inTibet, the characteristics of management level of social and economic development andthe government with the overall situation, relatively backward. In e-government as thebasis of government management at present, Tibet E-government has made certainachievements, but compared with other regions exist many problems, especially themore local government management unit. The main reason of geographic distance is toofar away, the special nature of government functions, more important is theE-government security requirement is very strict. In practice, the township governmentand county government communication can only stay in the manual transmission,resulting in the policy document circulated and issued, the notice of the meeting, policydiscussions must rely on several staff in each department to complete, this is not only awaste of manpower, material resources, also easy to cause the work delays, reducedwork efficiency.Analysis to the existing problems, this thesis completed the following work. Firstly,this thesis introduces the background and significance of the development of Tibetcounty office network system; secondly, the feasibility analysis of network officesystem, the demand analysis, the feasible design of network office system; thirdaccording to the software demand detailed design of the network office system login,file upload, document management, discussion, system management, passwordmanagement, meeting management seven function module, and then, using theMicrosoft Office Access as the background data management system, ADO (ActiveXData Objects) as the front end data access interface and the programming of the variousfunctional modules, at the end of each functional module of the test and puts forwardthe perfect place.
