Abstract


The beginning of the new century , China and the provinces in economic growth and social development has made brilliant achievements in the cause of education to achieve leapfrog development , National gradually increase the level of education , \However , with the economic growth and social development , and the provinces and regions in China are also facing many gaps continue to increase and tended to the grim situation of imbalance . So , the balanced development of compulsory education as the basis of education on the basic concept and the strategic choice of the current education reform in China , and its balanced development decisions as the material basis and ensure funding for investment in education to achieve balanced . With the deepening of China's economic system and the reform of the education system , the the provincial economic forces gradually enhanced , local governments on the local socio-economic development permissions continue to be strengthened , but also increased the responsibility of local education . The provincial government level is the highest local executive authorities bear the primary responsibility for compulsory education , including the local public utilities , have the responsibility to provide financial support for the balanced development of compulsory education in the province or the city between the various regions within the differences . At present, the need for balanced , fair , and related issues such as the launching of the theoretical research and policy formulation , modify a lot of empirical research findings as the reference and auxiliary . In this study, the system described presents the mean, standard deviation , range , range rate , coefficient of variation, anomalies between measurement indicators , and the use of these indicators , Jiangsu Province, from 2000 to 2008 under the jurisdiction of the city of 13 compulsory education investment differences in the empirical analysis of time series and spatial characteristics by correlation analysis method compulsory education investment differences in Jiangsu Province, with a correlation coefficient of per capita GDP as an economic development representatives , compulsory education investment differences caused Jiangsu Province the main reason for change , and empirical research summary and reflection , trying to provide some empirical reference for the balanced development of of Jiangsu Province compulsory education investment .
