Abstract

One of the most important is the guidance and support of the local government Private Elementary Education correct place for this reason. Private Elementary education is an important part of China's socialist educational undertakings, to make Private Elementary Education sustained and healthy development of all levels of government in terms of ideology should attach great importance to develop local policies in line with the reality of the situation in a timely manner, for the private basic education development to create a good environment. This article is to explore the Guangzhou municipal government the countermeasures and functions out of the woods in the boot Private Elementary Education rather than a lot of research. How to Promote the private basic education out of the woods and the sustained and healthy development, which is studied in this paper focuses on countermeasures and functions of the government. Therefore recommends that the Guangzhou municipal government should do these duties, to guide the Private basic education out of the woods and the healthy development of: 1, establish a correct concept of Private Elementary Education; accelerate the Private basic education support policies, and the legal enforcement;, Private basic education into the overall planning of the development of education, strengthen co-ordination of public and private schools; 4, to increase support for efforts to increase the special fund for development of private education Private Elementary Education; perfect Private management of teachers, including: (1) the establishment of private teachers access system with the registration system, (2) the establishment of a private teacher's personnel file management center, (3) to determine the minimum pay standards for private teachers, and (4) open up the talent communication channels to ensure the rational flow of the Public and private teachers, and (5) to strengthen the training of school managers in private schools; 6, expand the Private basic education school autonomy; 7, the establishment of private schools sound financial, accounting and school production supervision; 8, the establishment of a sound private schools to approve access system and exit the system, supervision and evaluation of efforts to increase private schools, which include: (1) specification setting standards for private schools, the establishment of the sound private schools for approval access system , (2) the establishment of a sound private school exit mechanism to resolve school risk, (3) increase the intensity of the supervision and evaluation of the private schools; 9, give full play to the role of the Association of Private Education, Private Education joint meeting system. Guangzhou municipal government should sum up the city to implement the national and provincial private education laws and regulations and the national long-term Educational Reform and Development Plan Outline \proper guidance, according to management \sustained and healthy development.
