Abstract


Tender management is the important part of field production management. It isdirectly related to all aspects of the daily work, affect the smooth running of oilproduction and crude oil production tasks and related to the control of the crude oilcosts.The tender project subject tender of oil development enterprise has numerousfeatures, such as wide types, large amount of money, high technical requirements, andwide geographic distribution of bidders. So the tender is complicated, time-consumingand the evaluation is difficult.This paper introduced the objective, significance and the current status at homeand abroad of bidding management of petroleum enterprises firstly. And then heanalyzed the main work procedures from the prospects of technique scheme andtechnique route, also several important components of bidding management: archives ofsuppliers, applications of bidding items and management of bid evaluation expertdatabase, then this paper determined proper methods of bid evaluation and standards ofgrading.Database model design is the important part of the system design. This paperrelies on the relation normalization theory and operating efficiency, not simply pursuingthe high-level type, but optimizing for the demands. It adds to necessary redundancyand eliminates unnecessary redundancy. Minimizing the number of table join operation,it increases the efficiency of the system thereby.The system uses B/S mode software architecture. The client uses MicrosoftInternet Explorer; it uses HTML and JavaScript as the client scripting language. Theserver uses J2EE to develop, it uses Spring as IoC container, Struts as the MVCcontroller and iBatis as O/R mapping tool. Data system uses Oracle9i. The articlerealize all functional modules ultimately, including the first interface and the userauthentication system function, the tender application form fill-in function, the tenderapplication form auditing function, the successful outcome maintenance functions, andso on. At present, the system has been officially running. System operating conditionsshow that the system has a stable, reliable and efficient secure feature.By using this system, we can standardize tender management, improve theefficiency, accumulate comprehensive information base and improve the level of theenterprise market management, and provide a reference for business decision.
