Abstract


Recent years saw the professional insurance intermediary institutions (PⅢ) de-veloped speedily nationwide and their numbers and business scale have been conti-nuously growing. Consequently, with the expansion of the number of employees, the daily supervision of these institutions is meeting tougher difficulties. In order to make better use of information technology, strengthen the supervision and bring those func-tions of data administration, market analysis and decision support of the information system into full play, to monitor the situation of the market development timely, com-prehensively and accurately so as to establish a transparent, efficient and refine super-vision system, China Insurance Regulatory Commission has organized to develop the "Information Administration System of Professional Insurance Intermediary Institu-tions and Executives", through which computerized management to these institutions and administrative licensing’s online interactive operations can be realized.This paper focuses on how to develop a supervision platform for professional insurance intermediary institutions (PⅢ). A key solution based on organizations en-coding is proposed to effect standard and convenient administrations to the Pills throughout the country. The formation of the code rule has followed the general prin-ciple of scientificalness, systematicness, expandability, conciseness and stability. A sound computerized examine and approve process has been developed for the execu-tives of the Pills to carry out the series of reception, examine, approve and dispatch of correspondences, and thus, instead of manual examine and approve process, the ap-plications submited by the Pills can be handled conveniently and swiftly.In this paper I first introduce the research background, objective and significance of this project, then I introduce the relative technology for the development of the system centered on my experience in participation of the information administration system for the executives of Pills. On this basis, I proceed with the demand analysis, designation and implementation of the system, repartition of the functional module and the designation of the data base of the system, followed by the explicit illustration of the specific implementation of the important design and functional modules. And lastly, to present the details that need to be further improved in the system as well as some prospect for future development of the system.In early 2010, the system was successfully put into online operation one-off na-tionwidely. The systematic application of this system has prompted the change from traditional manual supervisor mode to a new computerized supervisor mode in all the local offices subordinated to the ministry, boosted efficiency of the supervision over the professional insurance intermediary institutions, and therefore has won good opi-nion generally in the users.
