Abstract

Information technology has become the leading direction of today’s global economic development, after joining the WTO, Chinese Firms must conduct business management information transformation in order to get survival and development space in the highly competitive international environment. In our country, information management system has become an important part of enterprise management. To understand the importance of building information management system fully and promoting the implementation of systems' dissertation">information management systems actively is an important aspect to improve enterprise management level and competitiveness of enterprise, also for the enterprise scientific management. In recent years, more and more enterprise have adopt advanced information management system concept to improve the company’s overall efficiency and market competitiveness. For most businesses, the decision to purchase an information management system product is a relatively easy task, but the information management system implementation is full of challenges and risks. Many companies which invested heavily in building information management system program were up to desired results. However, we can also see the successful implementation of a considerable number of enterprises which make full use of their information management system at the same time. After analysis, it can be informed that most of the successes are thanks to these companies all followed a simple implementation theory: first of all,to understand the business processes, then optimized and restructured it, after all of that, entered the information management systems and realized the automation in the end. In this deceptively way to implement, contains a very important concept -- Business Process Reengineering (BPR). It means business process-centric, make a fundamental think and design to the existing enterprise business process though the use of information technology, establish work processes to meet customer demand, make enterprise get improvements on operating costs, quality, service and speed. BPR is a management ideology is also a technology to realize the effective use and management of enterprise resources based on the reasonable business processes. Therefore, only tightly bound to each other can BPR and information management system play their role fully. These papers have analyzed the features and patterns of organizational structure and business process base on the basic principles and introductions of the BPR and information management systems. By comparing the relationship between enterprise information management systems and BPR, consider that: enterprise information management system design and construction must start with the business process reengineering. Provide BPR program communication services made for business BPR program creatively. At the same time, enterprise must also be able to adjust their management style, organizational structure, business processes and so on timely, according to their own development and external environmental factors. According to this characteristic, this paper explores the principles, methods and procedures of enterprise to implement the information management systems, and criteria for success. Finally, examples are discussed Jiangsu Telecom Industrial Group Co., Ltd. contract information management system overall functional design and implement, hardware design and detailed design of the typical business processes. It maked a valuable exploration for the design and construction of enterprise information management system.
