Abstract


The study of IT outsourcing vender selection problem is associated with IT and IT outsourcing services. As one core of the IT services outsourcing, IT outsourcing vender selection has become the focus when the corporate want to outsource the IT business. The vender selection in the field of manufacturing has been improved steadily, but that of service outsourcing is lagging behind. IT outsourcing vender selection is not only relating to the success of IT outsourcing, but also affected the development of core competitiveness of enterprises. So doing research on IT outsourcing vender selection will make the enterprises more effectively to select vender and will make great significance in the society.There will be some deep research on the IT outsourcing vender selection.Firstly, the concept of IT outsourcing are analysized, then will be clarified how to identify the key rules of IT outsourcing supplier selection, and how to build evaluation system. And in the last, the author will introduce one IT outsourcing vender selection method. The purpose and significance of this study is as follows. First of all, IT outsourcing vender selection theory and methods are showed by theoretical analysis and in-depth study. Then the key rules for IT outsourcing vender selection are identified and the evaluation system based on the key rules are built. The next step is to give a ranking method for IT outsourcing vender selection. At last, the author gives an example to illustrate the application about the evaluation and method.In this paper, four aspects of research works have been completed as following:(1) The key rules of IT outsourcing vender selection problem are identified, and the evaluation system based on the key rules is built. First, based on the analysis and definition of concepts about IT outsourcing, IT outsourcing vender selection process is sorted out and analyzed, which is the foundation for further evaluation.Then, the list of rules are obtained based on the analysis of existing literature. Experts evaluate the importance of all the rules. Finally, the key rules for IT outsourcing vender selection problem are identified. The key rules will be the foundation for the research on the evaluation system and method.(2) Proposing a method for evaluating venders. A choice of IT outsourcing services vender application methods. Considering the exiting IT outsourcing venders selection are selected mainly based on qualitative or more complex artificial intelligence method, this paper give an new method based on VIKOR. In this method, the numerical evaluated information is standardized, linguistic assessment information is transferred to a fuzzy number, using fuzzy weighted average operator to gather expert’s evaluated information, combined with VIKOR method to give ranking of the venders.(3) One case about IT outsourcing vender selection is analyzed. The disaster recovery or backup applications vender selection in the bank is put forward to describe calculating process of the method.By the end of the paper, the main results and conclusions of this paper, and major contributions and limitations, and the needing research for further work are summarized.
